Abstract:Guangdong has not only been a big tea production and consumption province, but also a big tea trade province. Since the new century, Guangdong’s tea export trade has continuously increased. Guangdong has long been a China's major tea producing area, especially since the reform and opening up. Guangdong's tea industry relies on state and government policies, investments and other aspects of support, and tea industry has entered a new stage of development, the tea market continues to boom, various types and all aspects are developing at the same time. However, the tea industry also exposes some problems in the development process, such as low level of organization, lack of uniform standards, brand awareness which is not too competitive, export products which are less competitive in the tea industry and other issues. These problems are limited to a certain extent, tea and tea industry in Guangdong to further development and prosperity. This article is mainly based on the theory of diamond to analysis the international competitiveness of Guangdong tea industry, assess its strength and shortcomings. Then some policy recommendations are provided.

Abstract:Since Guangdong started development of poverty alleviation which publized ‘Make program in households and there should be an appropriate person be responsible for it’, it had made signiifcantly Achievements .It is especially vital to establish the long-efifcient institution of development of poverty alleviation institutionally in order to consolidate the gain of the work further .This paper illustrateed the necessity of establishing the long-efifcient institution of development of poverty alleviation in Guangdong , designed a basic framework for it and gave several policy proposals.
