Strategic thinking on reshaping the industrial development pattern through green and low-carbon transformation
DU Mingjun
Abstract:The green and low-carbon transformation is not only a crucial lever for achieving the"dual carbon"goals but also a vital support for enhancing the international competitiveness of industries, promoting high-quality development, and enriching industrial value concepts. However, the transfor-mation process faces multiple challenges, including the explicit costs of transformation, poor smoothly connection in upgrading and transformation, uncertain investment expectations, and the inertia of high-carbon foundations.Additionally,it is constrained by the negative effects of high-carbon activi-ties in the"going global"strategy and the risks of carbon source spatial transfer. To address these is-sues,some strategies for reshaping the industrial development pattern through green and low-carbon transformation are proposed:attention should be paid to the paradoxes during the transformation, overall coordination should be strengthened,top-level design should be improved, leading standards should be established, guarantee and incentive mechanisms should be constructed, and the synergistic advancement of industrial development with industrialization and urbanization should be coordinated. At the same time, the intrinsic motivation at the micro level and the capacity for job creation should be explored to facilitate the smooth implementation of the green and low-carbon transformation.
