Analysis of the Impact of Government R&D Funding on R&D Efficiency ofHigh-tech Enterprises in China

Abstract：In this paper, a DEA model is build to measure the R&D efficiency of high-tech enterprises and a Tobit model is build to study the impact of government R&D funding for high-tech industry on R&D efficiency based on the panel data of provinces from 2009 to 2014 in China.The results show that the overall R&D efficiency of SMEs is higher than large enterprises due to a higher technical efficiency than large enterprises.The overall efficiency, scale efficiency and technical efficiency of funded enterprises are higher than non-funded enterprises.The impact of government R&D funding on R&D efficiency is negative in large enterprises and SMEs.The impact of government R&D funding on R&D efficiency is negative in funded enterprises and positive in non-funded enterprises.
