Abstract:Against the backdrop of the people-centered urban development philosophy, the governance of public art and cultural spaces has become increasingly significant.Taking urban graffiti walls in the Guangdong-Hong Kong-Macao Greater Bay Area as an example, this article explores innovative governance approaches enabled by digital intelligence.Through hierarchical spatial planning, cultural assessment algorithms, and digital twin technology,a collaborative governance framework is constructed, proposing a dual-driven model of'technology empowerment+cultural identity'.In this model, technology empowerment achieves efficient management of graffiti walls, while cultural identity emphasizes citizen participation and recognition. The study demonstrates that intelligent governance can invigorate urban vitality, enhance the quality of public spaces, and simultaneously improve citizens'cultural satisfaction and sense of fulfillment. This research provides a reference for grassroots digital governance in the process of smart city construction.
