Review and Outlook of Lighting Standards during the 14th Five-Year Plan Period

Abstract:The period of the 14th Five-Year Plan represents a critical stage for the in-depth restructuring of both the technological roadmap and the standardization system of China's lighting industry.With LED light sources comprehensively replacing traditional light sources,the lighting standards system has undergone a systematic transition centered on LED technology,covering product scope,technical content,and structural framework,while standards for safety,performance,energy efficiency,and test methods have been updated in parallel.On this basis,through the streamlining and integration of mandatory national standards,the hierarchical structure of standards has become clearer and regulatory effectiveness has been significantly enhanced.Driven by the requirements of smart cities and digital applications,standards related to smart lighting have gradually taken shape,promoting the evolution of lighting systems from single lighting functions toward integrated capabilities in sensing,control,and information processing.At the same time,human-centric lighting standards have expanded from traditional requirements for visual comfort to non-visual effects such as photobiological safety and circadian rhythm regulation,and a preliminary quantitative technical evaluation framework has been established.In response to the"dual carbon"goals,lighting standards have further extended to areas including energy efficiency improvement,green design,and full life-cycle carbon footprint assessment of products,thereby strengthening standard support for the green and low-carbon development of the lighting industry.Meanwhile,the rapid growth of association standards has played a positive role in filling gaps in national standards and responding to emerging technologies;however,issues related to uneven quality have become increasingly evident,posing higher demands on coordination and governance within the standardization system.Overall,during the 14th Five-Year Plan period,the lighting standards system has advanced in a coordinated manner along the dimensions of intelligence,sustainability,and health,marking an accelerated transition from single-product specifications toward a comprehensive technical system that supports high-quality development and the realization of public value.
