Assumption on building a modular disaster medical rescue team based on the medical service emergency response team of military hospital

Abstract：Earthquake is one of the most harmful natural disaster to human being. Medical rescue must be quick response, fast action, accurate rescue, efficient safeguard in earthquake because of its features, such as suddenness and destruction, uncertainty in time, place, scale and property, etc. Based on military hospital medical service emergency response team,this article aimed to build a characteristic, specialized, rapid earthquake medical rescue team through modular design, under guidance of systems engineering principles and methods. Meanwhile, to formulate a medical emergency response team rescue action plan and scheme with different direction, area and response level, and explore emergency medical rescue system construction, also new idea and pattern for establishing emergency management system.
