Abstract：The transfer and transformation of scientific and technological achievements in medical specialties play an important role in the construction of scientific and technological innova-tion. However, in the process of construction, there are many problems, such as in Shanghai, the imperfect of institutional, technical, personnel and other aspects as the main constraint. The trans-formation of medical science and technology achievements into innovative mechanisms in the key dis-ciplines to explore the process of construction, medical science and technology innovation will play an important role.
