Long-term risk prevention mechanism for the South-to-North Water Diversion Project

Abstract:As the main framework and artery of the national water network,the South-to-North Water Diversion Project(SNWDP)concerns the overall strategic landscape,long-term development,and the people's well-being.The Ministry of Water Resources has undertaken safety risk assessments for Phase I of the East and Middle Routes of the SNWDP to mitigate potential safety hazards.This study seeks to enhance the dynamic risk-prevention mechanism and standardize safety-risk management of the project,thereby ensuring its long-term safe operation.Through a comprehensive review of the current status of risk assessment and management methodologies applied to the SNWDP,this research delineates operational procedures,assigns responsibilities,and outlines processes for risk identification,evaluation,control,and supervision within the"three dimensions of safety":project structural safety,water supply reliability,and water quality assurance.Additionally,technologies are investigated for risk prevention across these three dimensions in the SNWDP.Finally,a preliminary long-term risk-prevention mechanism is established for the SNWDP,proposing key elements such as standardization of risk-assessment technologies,systematization of rules and regulations,normalization of execution and management,and intelligent development through digital twins.Combining institutional innovation with technological empowerment,this mechanism promotes risk management transformation from passive response to proactive prevention,providing scientific support for the high-quality development of the SNWDP.
