Understanding and considerations for approval system of water project construction plan and technologies of its appraisal

Abstract：Approval system of water project construction plan refers to the law-based supervision mechanism through approval and signing procedures by level,to ensure newly-constructed,expansion and rehabilitated water projects comply with river basin master plan and flood control plan.Recently the Ministry of Water Resources revised and issued the Guidelines for Preparing Approval Report of Water Project Construction Plan,which has great significance for making full play of river basin plan and flood control plan,standardizing technical requirements of the approval report and maximizing supervision role of the water administrative departments.Combined with technical requirements of the guidelines,technical framework and key points of differentiated approvals at three levels of graphic analysis,report evaluation and thematic assessment are proposed.Considering weaknesses existed in the previous practices,it is suggested to expand the application scope of the approval report,specify approval scope of water administrative authority at each level,accelerate progress of river basin(flood control)planning(revision),integrate the technical requirements for"unifying approvals into one",and make appropriate adjustment of signing sequence and time.This study aims to provide reference for improving the quality of preparing approval report of water project construction plan and perfecting project approval system.
