Abstract:To address the challenges of achieving coordinated and high-quality development between water resources and economic-social progress,Ningxia Hui Autonomous Region,as the only pilot province in China,has pioneered the implementation of the"defining city,land,population,and production by water"pilot program.This initiative explores a new model that harmonizes water resource carrying capacity with regional economic and social development.Ningxia faces significant challenges such as limited total water resources,uneven temporal and spatial distribution,stringent water quality assurance tasks,and the urgent need to improve water use efficiency.Identifying these issues in water resource development and utilization helps to better understand the weaknesses of Ningxia's"defining city,land,population,and production by water"efforts and provides a basis for refining related measures.Through enhanced top-level design,improved policy and institutional frameworks,development of standards and norms,pilot explorations,initiation of water rights reform,and strengthened support through technological innovation,Ningxia's"defining city,land,population,and production by water"program has achieved phased success.Building on these experiences,the study proposes a seven-pronged water management system guided by"defining city,land,population,and production by water",including a modern water network system,water conservation and control system,protection and governance system,flood control and disaster reduction system,smart water system,legal and policy framework,and reform and innovation system.
