Discussion on the necessity and realization paths for constructing green watershed

Abstract：Watersheds hold a pivotal position within economic,social,and ecological systems.Against the backdrop of China's commitment to an ecological-first and green development approach,constructing green watersheds is essential for harmonizing economic and social progress with ecological conservation.Based on domestic and international research,a green watershed is defined as a watershed adhering to the ecological civilization principle of harmony between humans and water,involving modernized and effective planning,management,protection,and restoration to achieve low consumption,low carbon emissions,low pollution,and minimal environmental impact,thereby fostering high-quality development;a green watershed ensures water security,superior water quality,ecological integrity,natural landscapes,a beautiful environment,harmonious coexistence between humans and nature,and sustainable development.The necessity of building green watersheds lies in their role as an inevitable solution for protecting and restoring ecosystems and addressing ecological challenges,a practical requirement for resource conservation and green development,a guiding direction for respecting ecological laws and advancing green economic and social transformation,a critical measure for mitigating climate change impacts and enhancing adaptability and resilience,and a vital support for green technological innovation and the development of new quality productive forces.This study proposes realization paths based on planning guidance,management and control measures,water conservation and pollution reduction,energy optimization and carbon reduction,environmental greening,and digital-intelligent empowerment.Recommendations include advancing research on water conservation,pollution and carbon reduction,and intelligent watershed technologies,alongside developing supportive management systems,policies,laws,and regulations.
