Abstract:The Yongding River is an important water source conservation area, ecological barrier, and ecological corridor in the Beijing-Tianjin-Hebei region, and its ecological recovery is crucial for enhancing the regional environment and promoting coordinated development within the region. Ecological flow,as a key element in maintaining the structure and function of river ecosystems,is the core and foundation of the restoration of river and lake ecological environments. From the perspective of ecological flow, this study proposes a stepwise recovery target of "a river with water","a flowing river",and "a healthy river". Through analyzing ecological hydrological needs at different stages and integrating theories and methods from hydrology, hydraulics, and ecology,an ecological flow calculation system is established to suit various recovery targets. Incorporating concepts of sustainability and resilience, differentiated ecological flow management standards are proposed, including low, medium, and high ecological flow levels, aligned with the restoration goals of "water-flow-health" for the river. Based on the ecological function positioning and restoration goals of the Yongding River, and by identifying ecological protection and restoration goals, the suitable flow standards for base ecological flow, sensitive period flow, full line through flow, and effective habitat restoration for protected species were calculated. A dynamic ecological flow management plan for the Yongding River was proposed to achieve dual goals of efficient water resource utilization and biodiversity restoration and protection, providing new insights and practical approaches for ecological flow management.
