Construction of a modernized operation and management matrix for the Danjiangkou Reservoir

Abstract：The Danjiangkou Reservoir is the primary water source for the South-to-North Water Diversion Project.In order to ensure safety of the reservoir,water supply and water quality,current situation of its operation and management are reviewed by analyzing issues and deficiencies that may affect high-quality development of the follow-up projects of the South-to-North Water Diversion Project,with consideration to the technical requirements of the Ministry of Water Resources to build a modern reservoir operation and management matrix.On this basis,it proposes to maximize the role of standardized management and create digital twin Hanjiang River Basin and digital twin Danjiangkou;introduce"four coverage"approach of supervision,all elements,all-weather and full circle management;strengthen institutional system and mechanism,law-based governance and accountability;implement measures for accurate forecasting,early warning,digital rehearsal and scientific planning;and take four measures of timely risk removal,regular inspection,better operation and maintenance,and safety management.Main contents of a modernized operation and management matrix of the Danjiangkou Reservoir are proposed.Key elements of matrix construction are specified in combination with practices of project operation and management.
