Abstract：In the face of increasingly severe water shortages,leveraging the synergistic effects of water rights trading and water-saving industry development is critical for enhancing the capacity for conservation and intensive utilization of water resources and coping with water shortages.This paper systematically analyzes the interactive relationship between water rights trading and the water-saving industry,reviews the current status of the water rights trading market nationwide,and its role in promoting conservation and intensive utilization of water resources.Based on the current development of the water-saving industry,it summarizes and analyzes the paths and roles of water rights trading in stimulating market demand for water-saving,attracting social capital,increasing financial support,promoting technological innovation in water-saving,and enriching market participants to help the development of water conservation industry.It is recommended to cultivate a water rights trading market,expand trading volume,and innovate trading formats to stimulate demand in the water-saving industry and consolidate its supply;to leverage the national water rights trading platform to streamline the matching of supply and demand in the water-saving industry;to explore green finance based on water rights to broaden financing channels for both supply and demand sides;to promote the integration of water-saving data into the national water rights trading system to advance the digital development of the water-saving industry.
