Ten years'achievements and prospects of Beijing-Tianjin-Hebei coordinated development for water security safeguarding

Abstract:The Beijing-Tianjin-Hebei coordinated development has been a major national strategy to promote integrated development of regional economy and to accelerate the formation of a new development pattern in China,which requires a strong guarantee of effective water security.Over the past decade,notable progress has been made in water security for the region,including reinforcing water resources planning,strengthening flood control and prevention,improving water supply frameworks,maintaining the health and life of rivers and lakes,placing a rigid constraint on water use,and implementing law-based water governance.At present,China is in a critical period of building a socialist modernized country.The changes in internal and external environments are having a profound impact on regional development,presenting multiple challenges to water security and setting higher demands.This paper evaluates the current situation and challenges related to flood control and drainage standards,water resource allocation and supply,conservation and intensive use,and water ecological protection and restoration.It proposes strategic measures to build a new flood control and disaster mitigation framework,accelerate the construction of the national water network,improve water conservation and resource efficiency,enhance the quality and stability of river and lake ecosystems,promote the development of digital twin water conservancy,and strengthen the legal framework for water governance,to support the transformation of Beijing-Tianjin-Hebei into a pilot and model region for the Chinese path to modemization.
