Exploring practices of integrated reform of agricultural water pricing system and main directions

Abstract：Advancing the integrated reform of the agricultural water pricing system is a key measure for implementing the important water governance principles of General Secretary Xi Jinping.The significant implications of this reform are analyzed from the perspectives of promoting the efficient and intensive use of water resources,ensuring the healthy and high-quality development of irrigation districts,and attracting social capital for the construction of modern irrigation districts.In recent years,integrated reform of agricultural water price system has been actively promoted in various regions,and positive progress has been made.Based on different regional types,such as water-rich areas in the south,water-scarce areas in the north,grain crop production areas,and economic crop production areas,this paper systematically reviews best practices and typical models,including innovative operation and maintenance mechanisms,scientific water use and management,the integration of water rights,rewards and subsidies,and the participation of multiple stakeholders.Focusing on establishing and improving a precise policy supply system tailored to different crops,water sources,and irrigation district types,the paper proposes directions and key tasks for further deepening the reform,such as"building mechanisms before project construction",implementing water pricing policies according to regional types,perfecting dynamic water-saving incentive mechanisms,innovating investment and financing models,strengthening regulation and guidance,deepening the reform of management systems,and promoting the construction of digital-twin irrigation districts.
