Studies on strategy for high-quality development of modern irrigation districts under new water governance principles——taking Jiangxi Province as an example

Abstract:The Plan for New-round Action to Increase Grain Production Capacity by 100 Billion Kilograms(2024-2030)raises new and higher requirements for agricultural modernization,production efficiency and quality.Irrigation districts as agricultural production infrastructure will play more important role,therefore water governance idea,water use concept and function positioning shall also undergo significant changes.As one of the 13 major grain producing bases in China,Jiangxi Province plays a crucial role in achieving increase of grain production capacity by irrigation district development.High-standard construction and development of irrigation districts poses challenges to the implementation of rural revitalization strategy,agricultural industrialization,national water-saving action,ecological civilization and smart water.Based on summary and analysis of new situation,tasks and requirements faced by construction and management of irrigation districts in Jiangxi Province,strategies for implementing high-quality development is proposed in accordance with General Secretary Xi Jinping's water governance principle of"prioritizing water conservation,balancing spatial distribution,taking systematic approaches,and promoting government-market synergy",from the respects of water resources utilization,allocation,governance and operation,regarding issues such as ignoring the needs of agricultural industry development in planning and construction,project layout and plantation pattem,degradation of ecological environment and lacking of guidance for deepening reform to promote modern irrigation district construction,so as to safeguard food security and water security.
