Preliminary studies on WOD model to promote high-quality development of water resources

Abstract：Water-security-oriented development(WOD)model,as an innovative mode for water resources development,provides a feasible path for investment and financing of water security safeguarding projects,which has great value in promoting the transformation of water ecological value and high-quality industrial and economic development of the region.Under the background of X-Oriented Development mode(XOD)which is regarded as a general term of development modes that satisfies various needs,WOD shall be the specific application of XOD in the water security field.An analysis has been made on the conceptual connotation and significance of WOD mode,with an introduction of logical framework.The study indicates that WOD model may boost financial support and realize the value of aquatic ecological products,which is of great significance for promoting high-quality development of water resources in the new stage.The application of WOD model at present has favorable conditions such as sound policy environment,favorable basic conditions and exploration and practices in relevant industries.However,it also faces constraints such as high requirements for integrated design of projects,risk factors associated with combined development of land,and difficulties in coordination.Suggestions are made for the implementation of WOD model from the aspects of clarifying the implementation path,carrying out pilot construction,deepening policy reform,and strengthening theoretical research and studies.
