Abstract：In order to implement the important remarks of General Secretary Xi Jinping on flood control and drought relief in a comprehensive manner,the General Office of the Ministry of Water Resources issued the Implementation Opinions on Accelerating Establishment of Flood and Drought Disaster Prevention Working System in accordance with the decision and deployment of the Third Plenary Session of the 20th Central Committee of the Communist Party of China,which called on efforts of water resources departments at all levels to establish a working system that includes three respects of ensuring accountability,decision support,dispatching and commanding.With consideration to background,significance,main contents,and characteristics of the Implementation Opinions,interpretation are given to the above.Institutional arrangements after the issuance of the Implementation Opinions are proposed,which may implement the flood and drought disaster prevention working system in an effective way.
