Discussions on water resources rigid constraint system based on pilots of applying principle of "water dominates city and land development,population and production" in Huaiyin District of Huai'an City

Abstract：The establishment of a robust system to regulate water resources is of paramount importance for the realization of the"water dominates city and land development,population and production"principle,which is essential for the sustainable utilization of water resources in the region.This paper takes the Huaiyin District of Huai'an City,one of the first pilot areas of Jiangsu Province,as a case study to examine the necessity of sustainable development and the establishment of a water resources rigid constraint system in Huaiyin District.A system of rigid constraints based on the available water resources was established for Huaiyin District,comprising 13 indicators.Following discussions on the meaning of these constraints,the water resources rigid constraint system of Huaiyin District is presented,along with suggestions for formulating a water resource regulation system and criteria for water resource fee collection in Huaiyin District.
