Abstract：The measure of boosting rehabilitation and modernization for green development of small hydropower with"synergy of government and market"is crucial for small hydropower development.Based on review of small hydropower development,and requirements for green rehabilitation and modernization,current challenges and obstacles and local experiences obtained,suggestions are made from macro top-level design,innovation of financing mechanism,and application of various pilot projects,under the principle of getting"synergy of government and market",so as to work out solutions and implementation path of green development.
