Key issues and points for water conservation planning

Abstract：China has been implementing strict water conservation measures,adhering to and implementing the policy of prioritizing water conservation,and adopting both water source development and water conservation measures to ensure the security of water supply.In order to fully leverage the guiding and restraining role of planning,the nation has established a water conservation planning system and issued multiple phases of plans for building a water-saving society,which have played a proactive role in promoting water conservation across society,shaping a water-saving production and lifestyle,and comprehensively constructing a water-saving society.Combining with the new requirements of the regulations on water conservation,this paper analyzes the positioning and function of water conservation planning based on a review of China's water conservation planning practices and proposes key issues and focal points for water conservation planning preparation,aiming to provide guidance for the top-level design of water conservation planning in the new era.
