Abstract：The primary task to alleviate water resource shortages in the Yellow River basin is to implement strict water quota management,fundamentally curbing unreasonable water demands.Compulsory water quota management is a fundamental system established by the Yellow River Protection Law of the People's Republic of China,aiming to promote water conservation and enhance water-saving supervision,fostering high-quality development of water-saving initiatives in the Yellow River basin.This study analyzes the current water quota management in the Yellow River basin,explores the applicable industry scope of compulsory water quotas,and examines the requirements of relevant laws and regulations.It also proposes recommendations for implementing compulsory water quota management,intending to provide guidance for the practical implementation of compulsory water quotas in the Yellow River basin.
