Abstract：The River and Lake Chief System is an important public policy in the field of resources and environment in China,and it is an important representing major institutional innovation aimed at addressing longstanding complex issues related to rivers and lakes.This study focuses on evaluating the River and Lake Chief System and proposes a theoretical framework for public policy evaluation based on needs analysis and two-dimensional process control.It also establishes a technical method system for public policy evaluation that encompasses the socio-economic and ecological environment complex system.The research outcomes can serve as references for policy evaluation in relevant fields and for the comprehensive implementation of the River and Lake Chief System.
