Scientific research and engineering practice in the systematic governance of sediment in the Yellow River basin

Abstract:Sediment control in the Yellow River is crucial for ensuring its long-term stability.Since the 18th CPC National Congress,particularly after the implementation of the major national strategy for ecological protection and high-quality development in the Yellow River basin,the concept of systematic governance has gradually deepened into the Yellow River management.However,with factors such as intensified climate change and human activities,sediment control in the Yellow River basin faces new situations and requirements.Over the past decade,extensive scientific research and engineering practices have been conducted to address systematic governance of sediment.This includes the development of the theory of sediment engineering control in the Yellow River basin,the formulation of top-level planning and design for systematic govemance of sediment,and the proposal of four-level sediment control models and governance measures for the Loess Plateau,reservoirs,rivers,and estuaries.Significant achievements have been made in systematic govemance of sediment.Furthermore,to meet the evolving needs of sediment control in the Yellow River,suggestions are made to support the construction of the digital twin Yellow River intelligent decision-making system based on the theory of sediment engineering control,increase the promotion of new types of warping dams for preventing breaches and retaining sediment,and accelerate the preliminary work of national major projects such as the Heishanxia Water Control Project and the Westem Route of South-to-North Water Division Project,in order to comprehensively improve the level of systematic governance of sediment in the Yellow River basin.
