Studies on key issues related to construction of a modern reservoir operation and management matrix system

Abstract:In order to provide support for key project construction and implementation of key tasks and enhance the level of reservoir operation and management,a modern reservoir operation and management matrix system was developed which involved five key links:engineering safety,facility and equipment,impact areas,operation scheduling,and management supervision.Through literature review,field investigation,and communication consultation,the overall architecture,hierarchical evolution,and interrelationships among various elements of the modern reservoir operation and management matrix are presented.The background,connotation,and requirements of the modern reservoir operation and management matrix are systematically sorted out.The objects of"four comprehensive""four systems(governance)""four pres""four management",as well as the"three lines of defense"of rainwater monitoring and forecasting,engineering safety risk perception,and production safety risk perception are systematically integrated and extended.The interrelationships and key technical issues between various concepts are analyzed.The study results indicate that building a modern reservoir operation and management matrix is an inevitable requirement for technology development and enhancement of management level.
