Reform practice of reservoir management units in Tengzhou City of Shandong Province

Abstract：In the pilot project for deepening the reform of public institutions,Tengzhou City of Shandong Province integrated Mahe Reservoir Management Service Center,Huzhu Reservoir Management Service Center and Hushan Reservoir Management Institute to establish the Tengzhou Reservoir Management Service Center.Following the reform,the management model of"joint construction of four reservoirs with five lines and three standards"is implemented.This paper introduces the parallel operation of the"five lines",including the personnel resource guarantee baseline,project management main line,flood control and drought relief main line,water supply service main line,and water administration and fishery law enforcement main line.It also outlines the main practices and effects in advancing standardized management of water conservancy projects,standardized management of water conservancy safety production,and standardized construction of primary level party organizations.
