Safety assessment of large and medium-sized sluices in China:current status and recommendations

Abstract：Based on the findings from the special inspection on sluice safety during the 14th Five-Year Plan,this study provides a comprehensive review and summary of the current status,identified problems,and their root causes regarding the safety assessment of large and medium-sized sluices in China.It reveals deficiencies in the"Administrative Measures for Safety Assessment of Sluices"and its accompanying technical standard,the"Guide for Safety Assessment of Sluices".Some provisions in these documents,based on normative files and technical standards,no longer meet the requirements of the high-quality water resources development in the new stage,thereby impacting sluice safety assessment effectiveness.Consequently,recommendations are presented to revise the sluice safety assessment system and technical standards,enhancing management practices.The proposed measures include perfecting institutional systems and standards,increasing financial support,implementing rigorous inspection and supervision,and actively promoting sluice hazard removal.
