Background and main contents of the revision of the Directive for Technique of Water Metering and suggestions for its implementation

Abstract：Water abstraction metering and monitoring are crucial elements and tools in water resource management,serving as essential mechanisms for water administrative authorities to implement management systems such as water abstraction permits,water resource fee(tax)collection,and water use statistics and surveys.Based on the current needs and status of water abstraction monitoring and measurement system,this paper provides an interpretation of the recent revision of the Directive for Technique of Water Metering(GB/T 28714-2023)approved and released by the State Administration for Market Regulation.Recommendations are presented for the effective implementation of the directive,covering aspects such as the establishment of a water abstraction monitoring and measurement system,installation and equipment of water metering facilities,operation and maintenance,and data application.
