Studies on prepayment for irrigated water use

Abstract：On the basis of summary of water charges collection and existed problems in China at present, the role and significance of applying prepayment for irrigated water use are discussed, from the aspects of raising awareness of formers on water saving, realization of fair water utilization and strengthening management mechanism. The paper also suggests to install on-farm metering system for water quantity control, and establish prepayment platform within the management authorities of irrigation districts. Based on introduction of prepayment system of Yuhe Irrigation District in Ningxia Hui Autonomous Region and results of its implementation, safeguarding measures are proposed to improve management of prepayment for irrigated water use.
