Abstract：An introduction is made on the current situation of small and medium rivers management in Yunnan Province, with summaries of main issues related to over -control of rivers, occupation of river courses, river course channeling, neglecting operation and maintenance after construction, lacking of effective management mechanism and technical expertise. Relevant measures under river chief system are worked out, based on reviewing of main causes of the problems.
