Studies on right and obligation for operation and maintenance of water projects

Abstract:Due to the wide scope of water infrastructures, it is often overlapped with the administrative regions. In current water project management, many departments are involved that results in overlapping of duties and responsibilities. Water management organizations as operation units of the project, often face constraining factors placed by laws and regulations. When problems are raised, they cannot be effectively solved. Under this background, various kinds of studies such as questionnaire and survey, special subject study and case studies have been carried out, which demonstrate that the focal points in the future water project management should concentrate on making full play of river chief system, perfecting law and regulation system and management of water project, clarifying right and obligation and responsibilities and ensuring effective resolution of problems.
