Discussions on evaluation and assessment mechanism of river chief system

Abstract：Full implementation of river chief system is one of innovative approaches of China in the new age, in order to give impetus to protection of rivers and lakes and enhance overall improvement of water -ecological environment. Establishment of scientific evaluation and assessment mechanism can provide a guarantee for effective implementation of river chief system and also a key factor of realizing normalization and legalization of the system. Discussions are made on how to set up evaluation and assessment mechanism in a scientific manner, regards to evaluation objective, indicators and contents, application of results and organization and methods of evaluation, together with recommendations and suggestions.
