Transferring Blue Light Hazard Information According to the Law of Conservation of Luminance in IEC TR 62778∶2014 is Improper

Abstract:IEC TR 62778∶2012 and 2014 Application of IEC 62471 for the assessment of blue light hazard to light sources and luminaires are the international standards for the further specification and guidance to developing for lighting,especially LED lighting,after the IEC 62471: 2006 Photobiological safety of lamps and lamp systems. One of the core contents of IEC TR 62778 is using the method of transferring the photobiological safety information from a primary light source to a next level lighting product for simplification to measurements and classifications for blue light hazard of light sources and luminaires. Its starting point or wish is very good. But because of the complexity and diversity of actual lighting products,the conclusion that the blue light hazard level of primary light source could be the upper limit of next level lighting product according to the law of conservation of luminance cannot be operated due to thinking in absolutes.
