Abstract:Technological innovation is pivotal to the core competitiveness of public hospitals and safeguarding national health. As a tool of new-quality productive forces, digital technology holds significant importance for hospital technological innovation. It constructs a framework based on embeddedness theory, examining the manifestations, bottlenecks, and pathways of digital technology embedded in the transformation of scientific and technological achievements within public hospitals across four dimensions:structure, function, relationships, and cognition. While digital technology drives quality and efficiency improvements in public hospitals,it also faces challenges such as structural fragmentation and inadequate coordination mechanisms.Public hospitals need to build an integrated digital medical ecosystem, unleash the multidimensional effectiveness of digital technology, create a deeply integrated network of medical care, research, and production, and consolidate the foundation for digital medical innovation.
