A Study on the Evaluation of Technological Innovation in Public Hospitals Based on the CRITIC-RSR Method

Abstract:Objective Comprehensive evaluation of scientific and technological innovation in China's public hospital.Methods A sample of people's hospitals from 31 provincial-level administrative regions across China was selected.Based on 2023 data,an evaluation indicator system was constructed across four dimensions:innovation factors,infrastructure,institutional environment,and value creation.The CRITIC method was employed to determine evaluation indicator weights,while the RSR method was used for comprehensive evaluation and tier classification.Results The top three weighted indicators in the evaluation framework are number of national-level postdoctoral research stations,number of research management departments,and number of national and provincial/ministerial-level key laboratories.The WRSR of the 31 hospitals ranged from 0.052 to 0.537,exhibiting a normal distribution overall but with significant variation.The tiered classification results showed that only two hospitals were in Tier 5(Excellent),with most hospitals falling into the intermediate level.Conclusion Significant regional and inter-hospital disparities exist in the scientific and technological innovation capabilities of China's public hospitals,with research platforms and management mechanisms serving as key drivers.Recommendations include establishingregional coordination mechanisms to narrow innovation capability gaps;advancing the digitalization of scientific and technological innovation to optimize the allocation of research resources;creating two-way feedback mechanisms to accelerate the transformation of research outcomes;and strengthening deeper integration between hospitals and academic institutions to foster a collaborative innovation ecosystem.
