Abstract:Objective Based on the background of China's tiered healthcare system,it conducts an in-depth analysis of the impact of personal income levels on residents' willingness to seek initial treatment at primary care facilities, providing scientific evidence to optimize resource allocation and improve tiered healthcare policies.Methodss Using data from the 2023 China Social Governance Survey(CSGS),a binary logistic regression model was constructed.A stratified analysis method was employed to examine the direct effect of personal income levels on the willingness to seek primary care at the community level,as well as the moderating effect of household registration status between the two variables.Additionally, heterogeneity tests were conducted based on income sources. Results (1)Personal income levels have a significant negative impact on the willingness to seek primary care(P<0.01),with lower-income groups showing a higher willingness to do so;(2)Household registration status exerts a significant moderating effect on the relationship between individual income levels and residents' willingness to seek primary care at community health centers;(3)Heterogeneity analysis indicates that the negative effects are particularly pronounced among groups with wage-based,business-based,and transfer payment-based income. Conclusion It reveals that higherpersonal income has a clearnegative impact on the willingness to utilize primary care at the local level. This effectvaries dependingon thesourceof income. It also finds different patternsbetween citiesand rural areas. To helppeople usehealthcaremore sensibly, different policies are needed to improve primary healthcare services. In addition, medical resources should be better arranged to match the unique features of city and rural household registration systems,to effectively guide residents in seeking appropriate medical care.
