Historical Process,Development Dilemmas,and Mitigation Paths of Foreign Capital Access in China's Medical Service Sector

Abstract:Since the reform and opening-up,the Chinese government has continuously adjusted legislation regarding foreign investment in medical services,vigorously guiding foreign capital to establish medical institutions in pilot aeras.Foreign capital has been invested in medical services in China for nearly 30 years,undergoing a historical transition from strict restrictions to gradual liberalization in terms of legislation.The changes in legislation for foreign capital access possess their inherent logical mechanisms.The development of foreign-invested medical institutions in China faces various internal and external constraints,making it difficult for them to form differentiated competition with public hospitals.In the future,for adapting to the needs of high-level institutional opening-up,China should stabilize legislation regarding foreign investment in medical services,continuously optimize the business environment,establish systematic and scientific measurement of openness indices in the health sector,elaborate on various regulations concerning foreign investment in medical services,and promote the healthy and orderly opening-up of China's medical service market.
