Study and Perspective on Public Hospital Compensation Mechanism Reform of Sanming City
Abstract：Objective To evaluate the effect of public hospital compensation mechanism of Sanming City.Method Descriptive statistical analysis was conducted on the public hospital compensation mechanism data of Sanming City from 2009 to 2015,and the efficiency of hospital operation is determined by using Data Envelopment Analysis Method.Result The financial input and local government input of 22 public hospitals in Sanming City are increasing.In 2015,the comprehensive efficiency mean value is 0.934,the pure technical efficiency mean value is 0.964,and the scale efficiency mean value is 0.969.Among them,the comprehensive efficiency of 9 hospitals are effective,accounting for 42.9％.In 5 years,the outpatient/emergency expenditure per patient has increased by 28.5 yuan,and the compound growth rate is 5.5％.Average medical cost of discharged patient has increased by 153.3 yuan,and the compound growth rate is 0.8％.Medical quality has not declined.Conclusion In the process of public hospital reform in China,it is necessary to clarify the government responsibility of holding hospital,pay attention to the adjustment of medical service price,and play the role of regulation of medical insurance.
