Evaluation of actual benefit and clinical added value in French and its enlightment

Abstract：Objective: To introduce the method of actual clinical benefit in French, and provide reference for establishing payment standarded of medical insurance and rational drug price in China. Methods: Implementation process and characteristics of clinical benefits of drugs in France were analyzed based on literature. And the advantages and disadvantages between China and France were contrastively analyzed in order to make suggestions for China. Results: In France, the health highest board set up the third-party rating agency of drugs called transparent committee (TC). TC evaluate the actual clinical benefit (Service Médical Rendu, SMR) and clinical added value (Amélioration du Service Médical Rendu, ASMR) for the unlisted drug or the listed drug had new indications. The National Union of Sickness Fund (UNCAM) set up the reimbursement criteria based on SMR. And Economic Committee for Health Products (CEPS) set up the drug price based on ASMR. Conclusion: Our country may need set up the drug third-party evaluation agency and rules of drug evaluation, assess the clinical efficiency of drugs in order to provide evidence for establishing more rational drug price setting and reimbursement system in China.
