Quantitative analysis of innovation policy texts for biomedical industry in Jiangsu Province based on three-dimensional perspective

Abstract：Objective:To explore the optimization of the innovation policy of the biomedical industry in Jiangsu Province and put forward countermeasures and suggestions for better promoting the high-quality development of biomedical industry.Methods:Two hundred and forty-four biomedical industry innovation policy texts published at the provincial and municipal levels from 2008 to 2023 were coded and analyzed based on the three dimensions of"policy object-policy tool-innovation value chain".Results:The types of policy tools for the innovation policy for bio-pharmaceutical industry in Jiangsu Province were uneven,focusing more on environmental and supply-oriented tools,while demand-oriented tools were less used.The distribution of policy tools in various stages of biomedical industry activities was not balanced,and the overall policy tools were mainly environmental policy tools.Demand-oriented policy tools were applied most in the use of products and less in other links.Supply-oriented policy tools were more used in clinical research and product ecology and less used in product marketing,product production,and product use.Conclusion:Jiangsu Province should set up a balanced system of biomedical innovation policy tools,get through the"last mile",and promote the coordinated development of the entire industrial chain.
