Analysis of the evolution of drug registration and management policies in China from the perspective of policy tools

Abstract:Objective:To analyze the characteristics of the evolution of China's drug registration and management policy,this study examines the text of the drug registration and management policy from 1978-2024 as an example,in order to provide literature support for the improvement of the future policy.Methods:ROST CM6 was used for text analysis and NVIVO 11 PLUS for policy tool analysis.Results:Overall,the high-frequency theme words of China's drug registration and management policy were characterized by"increasing number and expanding scope",and the use of policy tools was characterized by the most authoritative control-type policy tools(79.63%),followed by capacity building-type policy tools(9.82%),information disclosure-type(3.92%)and voluntary participation-type(4.70%)policy tools.Information disclosure and voluntary participation were less frequently used,and symbolic persuasion was the least used(1.94%).Conclusion:The concept of governmental control has been present throughout the whole process of drug registration and management in China,but it is gradually changing from"governmental authoritative control"to"multi-party co-management".In the future,it is necessary to establish a long-term coordinated communication mechanism,strengthen the cooperation between policy subjects,continue to rationally utilize diversified policy tools,and form departmental synergies to jointly promote the realization of the goals of China's drug registration and management.
