Abstract：The high-quality development of the biopharmaceutical industry requires a new productivity theory for guidance.Based on a deep understanding of the theoretical essence and contemporary significance of the new quality productive forces,it systematically elaborates on the issues and challenges faced by China's pharmaceutical industry.It offers an in-depth analysis of the current obstacles and barriers that constrain the development of new quality productivity in the pharmaceutical sector.Furthermore,it proposes policy recommendations for deepening healthcare system reform,establishing new production relations that align with the needs of the industry,creating institutional mechanisms conducive to the development of new quality productivity in pharmaceuticals,and improving mechanisms that support the growth of innovative drugs and medical devices.
