Abstract：The National Healthcare Security Administration is advancing the establishment of a comprehensive value evaluation system for healthcare security,aiming to build an evidence generation and application system based on real-world data to support scientific decision-making in healthcare security.The comprehensive value evaluation system of healthcare security should adhere to the principles of putting the people first,applying systematic thinking,upholding integrity and promoting innovation,and being problem-oriented.It establishes a"Four Ones"evaluation framework(including a unified set of technical guidelines,a set of high-quality real-world data source systems,a multi-stakeholder participation assessment mechanism,and a series of evaluation outcomes).This system promotes a fairer,more sustainable,and more efficient health insurance system,as well as high-quality innovation and development in healthcare and pharmaceuticals,ensuring that the residents have access to cost-effective medical and pharmaceutical services.
