Forecast and Analysis of Income and Expenditure Balance of Medical Insurance Fund Based on Promodel Simulation:Taking Heilongjiang as an Example
Abstract：Objective:To forecast the income and expenditure balance of the Medicare Fund and to analysis the reasons for the forecast results,and provide reference for the optimization of the health insurance policy.Methods:The related variables of medical insurance fund were modeled by computer simulation method.Results:Since 2016,the total amount of financing for the New Rural Cooperative Medical Insurance System has been maintained at about 2 times of medical insurance for urban residents.The balance of financial revenue and expenditure between the New Rural Cooperative Medical Insurance System and Medical Insurance for Urban Residents decreased by years,basically flatted in 2017,began to deficit after 2018.The forecast value of Medical Insurance for Urban Workers fund was more than New Rural Cooperative Medical Insurance System and Medical Insurance for Urban Residents in the next 5 years,but the trend was decreasing by years,and would face the risk of deficit after 2019.Conclusion:It reasonably adjusted the reimbursement level of basic medical insurance and promote the equity of medical insurance.
