Construction of the Warning Indicator System for Medical Cost of the Patients with Basic Social Health Insurance in Non-public Medical Institutions in Shanghai
Abstract:Objective:To construct the warning indicator system of medical cost for the patients with basic social health insurance(BSHI) in non-public medical institutions in Shanghai so as to provide evidences for BSHI surveillance.Methods:Expert consultation,medical cost analyses and sensitivity analyses were conducted to construct the warning indicators and their thresholds.Results:54 outpatient indicators and 29 inpatient indicators in 3 dimensions(service volume,medical cost and medical cost structure) were included in the warning indicator system of medical costs for the patients with BSHI in non-public medical institutions in Shanghai.The 95th percentile was used as the thresholds for the warning indicators.Conclusion:The warning indicator system constructed in the study was scientifically and practically sound.The warning results could provide evidences for field surveillance of BSHI medical costs.
