Results and Analysis of Chinese National Health Accounts in 2016
Abstract:Objective:To estimate China's total health expenditure(THE) in 2016,analyze the current status of health financing,and the changes in THE since the 18th National Congress of the Communist Party of China(since 2012),and propose targeted suggestions for health financing policy.Methods:Health expenditure accounting methods by financing source and by health provider were applied and index analysis method based on time series data was used to examine the changing trend of THE in China.Results:China's THE in 2016 was 4 634.49 billion yuan,accounting for 6.23% of GDP,and per capita health expenditure was 3 351.74 yuan.The proportion of household out-of-pocket(OOP) in THE decreased to 28.78%.The share of government health expenditure dropped to 30.01%,while the share of social health expenditure increased to 41.21%.Since 2012,the annual growth rate of THE was 12.11%.Conclusion:Since 2012,the growth rate of THE was slowed down,and the structure of health financing continued to be optimized.However,the further decline in the share of OOP was facing challenges.In the future,it was still necessary to improve the social medical security network and enhance residents' sense of gain.
