Intervention Simulation Study on the Balance of Payments Policy of Basic Medical Insurance

Abstract：Objective:To simulate the operation of Basic Medical Insurance Fund in Heilongjiang and study the balance of income and expenditure of health insurance fund under different intervention policies by applying the ProModel Simulation Software.Methods:Using ProModel Simulation Software to construct the basic medical insurance system simulation model.Based on the historical data of Heilongjiang Province medical insurance,the basic medical insurance in Heilongjiang was simulated.Results:Intervention simulation experiments showed that maintaining the basic variable growth rate and raising the funding standard could increase the health care fund balance;raising funding standards and changing the flow of treatment could make health care fund changes more moderate;improving the financing standards and appropriate adjustment of the level of compensation,health care fund balance had changed;adjusting financing standards,treatment flow and the level of compensation at the same time,the health care fund balance was more reasonable than before.Conclusion:Improve the levels of financing of different medical insurance,the initial implementation of the classification of medical treatment would ensure the balance of basic medical insurance and further improve the balance of the three health insurance fund.
