Analysis on Causes for Differences between Provincial Total Health Expenditure Accounting Results by Resource Method and by Provider Distribution Method
Abstract:Objective:To explore reasons for the differences between provincial total health expenditure accounting results by resource method and by provider distribution method,so as to give references for regional health policy making.Methods:Related analysis and multiple linear regression were involved.Results:The accounting results by resource method were more than them by Provider Distribution in 18 provinces and cities and the rest 12 provinces and cities had the opposite results.The difference rates of 17 provinces were above 5%.The surplus of urban basic medical insurance fund,use of health services and quality of health resources had impact on the differences.Conclusion:Pay more attention to the impact of commercial health insurance balances.Besides health resources,remote medical treatment should also consider the factors of economics,population mobility and others.
