Research on the Equity of PET-CT Allocation in China

Abstract：Objective:To measure the equity of PET-CT allocation in China,and explore the influence factors of distributional fairness and provide policy recommendations for improving the fairness of distribution.Methods:The PET-CT allocation data of China were collected,and the equity of PET-CT distribution was measured by the concentration index and the Theil index.Results:At present,the concentration index of PET-CT distribution among the provinces was 0.32,and the equity of the PET-CT allocation was significantly higher than that before the implementation of the allocation planning.The concentration index of PET-CT in public hospitals was 0.318,which was slightly lower than that of all PET-CT distribution.The internal Theil index of PET-CT was 0.109 in east-central-west region,which is the main factor affecting the distributional equity.The distribution difference of PET-CT was bigger in the eastern region than the central and western regions.Conclusion:The allocation equity of PET-CT was improved.The allocation planning was propitious to improve the equity of PET-CT distribution.The distributional differences in the eastern,central and western regions were the main factors leading to the inequity.
